CGPA 8.2, pass at 5
1 + 3 × (10 − 8.2) ÷ (10 − 5) = 2.08, cut to 2.0.
The modified Bavarian formula used by the KMK and uni-assist. Some universities apply their own table.
10 for a 10-point CGPA, 100 for percentages, 4 for US GPA.
Often 4 or 5 on a 10-point scale, 33 to 40 for percentages, 1 or 2 for US GPA.

How we got this
The formula places your grade on a line between the best grade (1.0 in Germany) and the pass mark (4.0). The pass mark matters as much as your own grade: an 8.2 CGPA is 2.08 with a pass at 5 but 1.9 with a pass at 4. German universities and uni-assist look up your university's Nmax and Nmin in the anabin database, so use the values your transcript states.
If you also apply to the US, convert with the GPA converter; for an Indian percentage, the CGPA to percentage calculator has each university's rule. Planning a student job in Germany? The Brutto-Netto-Rechner shows take-home pay.

Each example is worked out by the same code as the calculator above.
1 + 3 × (10 − 8.2) ÷ (10 − 5) = 2.08, cut to 2.0.
1 + 3 × (4 − 3.5) ÷ (4 − 2) = 1.75, cut to 1.7.

With 100 best and 40 to pass: 1 + 3 × 25 ÷ 60 = 2.25, so 2.2.
