How we got this
Indian marking is strict at the top: 75% is a strong result, while in the US an A usually starts at 90 or 93%. Scaling a percentage straight onto 4.0 ignores that, so it undersells most Indian transcripts. Many US evaluators instead read each Indian division as a letter grade, which is the band method shown here.
Neither is official for your application. World Education Services and similar evaluators look at each subject, its credits and its grade, then build a GPA the same way the credit-weighted GPA calculator does. If a university lists a minimum GPA, compare both figures and read its own conversion page.
Going the other way, you may need a percentage from your CGPA first; the CGPA to percentage calculator lists each university's formula. Germany uses a different scale, where 1.0 is best; see the German grade converter.

Each example is worked out by the same code as the calculator above.
8.2 ÷ 10 × 4 = 3.28 on a straight line.
Straight-line: 72 ÷ 100 × 4 = 2.88. Bands: 72% is a first division, read as 4.0.

A course-by-course evaluation can come out higher, because it reads each subject's grade rather than scaling the average.
3.0 by straight-line scaling and 4.0 on division bands, since 75% is a first division.
The one the university asks for. If it says self-report, many ask for your CGPA on its own scale with the scale stated.
