VAT is added on top of the net price. Germany has two rates: 19% standard, and 7% for basics such as food, books and local transport tickets.
From net to gross, multiply by 1.19 or 1.07. A laptop at €840 net costs €999.60 gross, with €159.60 VAT. From gross to net, divide by the same factor: €50 gross at 7% is €46.73 net and €3.27 VAT.
A common mistake is to take 19% off the gross price. On €119 that gives €22.61 instead of the correct €19. The VAT share of a gross price is 19/119, about 15.97%, or 7/107, about 6.54%, at the reduced rate.
Invoices between businesses usually focus on the net amount, because the buyer reclaims the VAT from the tax office. Private customers pay the gross price. For tax on your pay, which is a different thing, see the Germany net salary calculator.
